NIN-enabled biometric G2P cards built for offline delivery
During the presentation, Bickersteth highlighted an identity-and-payments model designed for hard-to-reach communities: a NIN-enabled biometric card with multiple wallets that can support verification and transaction processing even without internet connectivity enabling government programmes to reach beneficiaries in remote locations more reliably.
The G2P card concept has been described in official and media reports as part of a wider ecosystem that allows Ministries, Departments and Agencies (MDAs) to issue programme-specific cards while improving targeting, accountability, and service delivery particularly where connectivity is limited.
Why it matters
By combining strong identity (NIN-linked biometrics) with multi-wallet functionality and offline capability, the model is positioned to reduce exclusion caused by distance, poor network coverage, or lack of formal banking touchpoints while supporting transparent, direct government-to-person disbursements.
